Need to understand the specifics for this type of implementation

How do users create their own Data Commons?
What is goal overall - keeping data private as well as having the ability to access data via OS-Climate's data exchange
How do we handle artifacts stored in Operate First?
Is it container agnostic? (must be cloud agnostic)
