Improving Oskari admin documentation & instructions

We need to have better documentation and instructions for adding layers to Oskari. This can be done in two ways:

1. Improve documentation in www.oskari.org

2. Add tooltips to admin-side forms

NSL-Fi stated that they have instructions in Finnish for this. They will add this to Oskari core.

Suggestion for Documentation-page

3 categories with slightly different focus:

Using Oskari:

End user

• Map layers and metadata, filtering map layers
• Thematic maps tools and statistical interfaces
• Registered users: adding POI's and layers, publishing maps, editing own information

Admin-tools

• Adding WMS
• Adding WFS

Community tools

• Downloading datasets
• ?

Installation

• localhost installation tips and trics
• configuring basic things like database connection, metadata path, logo

Development

• all the other stuff that exists there already
