That line is this ferry route. We render ferries at low zoom because it's generally appropriate for really long-distance ferries like the Alaska Marine Highway.

I agree that this particular ferry looks dumb on the map because it isn't a public passenger ferry, which is what we would normally want to render. That's something we should tackle on the OpenMapTiles side to either differentiate them or remove these categories.
