It sounds like you found 2 pages on the OSM wiki that disagree, and the solution is to first fix those pages, figure out what the actual Telegram channel is (if any) and we can add it here.

old link looks like a valid account on first sight -it is not a group, true-, but may no longer be active.

If someone wants to fix the Telegram wiki page, feel free to do so. This page may be behind for more countries, but I have not checked.
