Background

State-compatibility CI on v19.x is failing withh app hash because it uses the wrong state export from before v19:
https://github.com/osmosis-labs/osmosis/actions/runs/6249779589/job/16967245162?pr=6449

My node is syncing past several hundreds of heights on the PR in question: #6449

Noticed that the height used 8718156 is below v19.x height 11317300

Acceptance Criteria

  • use the correct v19.x state export
  • test that CI passes on v19.x
