Priority suggestions in implementation

Based on feedback of Trey:
"https://csrc.nist.gov/csrc/media/publications/sp/800-53/rev-5/draft/documents/sp800-53r5-draft.pdf Specifically look at Appendix E and think of providing priorities for tasks within the implementation guidelines."

We might think of a setup similar to ASVS where we indicate what is suggested at different levels of assurance.

This would specify which activities would give what level of assurance, similar to an ASVS model.
