Can not execute setup.py since setuptools is not available in the build environment

Problem

The build currently breaks on Buildkite (but not MacOS) due to a strange packaging issue.

In the issue, you get an error when installing packages that looks like:

Can not execute `setup.py` since setuptools is not available in the build environment.

Since packages cannot install, the tests cannot run and the ETL cannot build

When did it start?

The dependabot issue to update pillow seemed to trigger it: #622
