Replace OS crond

crond need to be stared as root user which cause issue in environments using arbitrary unprivileged UID's. On OpenShift or Kubernetes external CronJobs can be used instead but for local compose/podman stacks it might be helpful to provide a working embedded cron daemon.

As there might be "hacks" to start crond as non-root user it's not recommended nor supported. Crond could be replaced by another cron daemon e.g. https://github.com/aptible/supercronic that would work as a drop-in replacement and can be started as any user by default.
