[FR] user:sync should have an option to only sync 'seen' users #29644

jfd and I are working on this as a series of PRs for 10.0.5 starting with #29669. Currently updating the ldap app to work well with 'no sync' which alleviates this issue until we have time to implement this in core. |

In the case where an instance has a large number of possible users (in LDAP, a large login filter), but due to data laws, and to reduce sync time, we only wish to sync seen users.
./occ user:sync "OCA\User_LDAP\User_Proxy" -m "disable" --seen-users-only
We can change the
OC\User\SyncService
to lookup accounts which have a login time (and we must also check foroc_preferences
for old login times in the case of oc9->oc10 upgrade where accounts have not yet been provisioned)cc @butonic @patrickjahns
