Describe the bug

On a public link, you can't edit office files with Collabora / OnlyOffice

Steps to reproduce

Steps to reproduce the behavior:

  1. Upload office document files as user
  2. share them via public link
  3. try to edit them on the public link with Collabora /onlyOffice

Expected behavior

The document can be edited.

Actual behavior

The document cannot be edited.

Turns out to be a regression. Needs fixing for GA.
