Disable open apps in new tab not working

Steps to reproduce

1. Deploy infinite scale with an office provider enabled
2. Set WEB_OPTION_OPEN_APPS_IN_TAB=false (even if regarding the docs, this should be the default already)

Expected behaviour

Open documents in the office app should not open a new tab

Actual behaviour

Document is opened in a new tab

Operating system: Ubuntu 22.04
