Push message to open group if server is restarted

Hi, if the server goes down, you will only see that the messages to the open group can't be delivered.
I think it could be nice as information for the people in the group to get a message into the group, that the server is shut down and maybe message when up again.

I know this is an old issue, but I think you should be raising it in the different repositories for Session Desktop, Android and iOS, as it's a client-side feature, not a server side one.
