update progenitor across clients (#39)

Part of oxidecomputer/omicron#8922.

* Update lldpd-client's progenitor to 0.11.
* Update dpd-client and mg-admin-client to main, which ensures they're on progenitor 0.10 or above.

Progenitor 0.10 and above send the required header for versioned API calls to work.
