RFC 0054 was passed and describes a election process for the Paketo Steering Committee. This process needs to be documented in the paketo-buildpacks/community repo. Make a new file called ELECTIONS.md and describe the process of our elections. Link to that from GOVERNANCE.md.

This is done, with the change that we made STEERING.md instead of ELECTIONS.md. It has the same info and more info about the steering committee, hence the name.
