Add pURLS to stack metadata

There is a track of work to add pURLs to the dependency metadata of all dependency buildpacks in an effort to make the dependencies more trackable by end users and more compliant with existing BOM formats. It would follow that this same information should be added to the stacks metadata in order to further enhance its usefulness.
