IE11: textarea no longer has border when overflowing and unfocused #1252

Bug report

  • Package version(s): @blueprintjs/core@1.20.0
  • Browser and OS versions: IE11 Windows 8.1

Steps to reproduce

  1. In a <textarea> type in enough characters to trigger a scroll bar to appear
  2. Unfocus the <textarea>

Actual behavior

<textarea> should retain border of the unfocused state

Expected behavior

<textarea> does not have any border
