Overview of change:

Fixes prefer-template to allow string concatenation where the LHS is a series of string concatenations, as in "a" + "b" + "c".
Enables the rule along with restrict-plus-operands (which is mostly fixed as a side-effect).

CHANGELOG.md entry:

[bugfix] prefer-template: Allow "a" + "b" + "c".
