Make BuildFileAddressMapper honor exclude_target_regexp #3983

Currently, only 1 method (scan_specs) of BuildFileAddressMapper checks exclude_target_regexp option.

Other methods (scan_addresses, addresses_in_spec_path) should support this as well.
