On Linux systems, tbl is something very different:

NAME
       tbl - format tables for troff

/usr/bin/tbl is used by man, the interface to the system manual pages. Any user who has ~/.cargo/bin/tbl first in their path won't be able to use man, they'll get an error like:

$ man man
man: command exited with status 127: (cd /usr/share/man && /usr/libexec/man-db/zsoelim) | (cd /usr/share/man && /usr/libexec/man-db/manconv -f UTF-8:ISO-8859-1 -t UTF-8//IGNORE) | (cd /usr/share/man && preconv -e UTF-8) | (cd /usr/share/man && tbl) | (cd /usr/share/man && nroff -mandoc -rLL=249n -rLT=249n -Tutf8)

Conversely any user who has /usr/bin/tbl first in their path will have to set up an alias or other workaround to use tbl
