generate EAC-CPF stubs and move the authoring process to using those files. That will also entail some retooling in the RDF and HTML generation processes. viz:

I've begun work on this PHP file for generating EAC from the CSV and VIAF/dbpedia RDF. I'd like to put it in the repo this week.
