#1140 fixed #920, which was related to doc comments in the type codegen.

However, the docs for frame pallets / storage / etc. are not represented within scale, but rather as dedicated docs properties on the metadata. The codegen should be updated to use these docs properties to write doc comments on the ChainRune and its descendants.
