Rewrite bench to be generic for any kind of substrate-based projects

Current problem is that the bench.sh is too complicated and opinionated about the project it runs in

with #113 ideally would be to make bench (along with FMT) as a standard scripts which would work in any substrate-based projects without a need to define/override paths or anything else

May be worth waiting or contributing to paritytech/polkadot-sdk#177 to make it possible

Would be awesome to drop bash scripts and re-write all stuff to strongly typed language like TS
