If a light client wants to use BEEFY, it would have to integrate with beefy-gadget (and indirectly beefy-primitives). Currently, that would imply that such a light client would depend on Substrate as well. Given that Substrate is not exactly lightweight, such a dependency might even be prohibitive for some light client use cases.

For this reason it should be investigated, whether it is possible to publish a beefy-gadget crate without Substrate dependencies.
