Ignore Process.json for repositories which do not have it #357

Problem: The error in paritytech/polkadot#4639 (comment) happened because processbot requested https://api.github.com/repos/paritytech/cumulus/contents/Process.json?ref=master, which returned a 404 response because Cumulus does not have a Process.json unlike e.g. Polkadot.

Solution: Either:

Simply ignore the 404 response if the repository does not have a Process.json file, or
Remove the Process.json feature Process configuration feature is not used and could be removed #333
