Enable 0% approval slashes for purposes of disabling (0% slashes trigger disablement).

Has to be done only after re-enabling of small offenders #2418 is in effect.

ForInvalid Vote -> 2% slash
AgainstValid Vote -> 0% slash
Zombienet test (will be easy because this finally allows for various slash severities)
