With NIS, nomination pools, crowdloans and PLOs, substantial amounts of funds being unavailable to governance. To the degree that this is intended, it is fine. However, only the funds with which it is possible to vote should be tracked with regards to turnout for OpenGov.
It is possible that funds in PLOs should actually be under the parachain for voting. For NIS, the funds should likely be removed from circulation entirely.
