Revert Rococo Muse to 1.13.3 release

Mythical team would like to perform some tests on previous mempool therefore we would like to request Rococo Muse to be reverted to 1.13.3 release.

Please also enable debug logs on tx pool when doing this deployment.

They found issues with the new (fork-aware) tx pool so they want to go back to the old one. The following is what they mentioned on Slack while asking for the revert.

We need to test all our client approaches on both mempools to decide what could be better for the production chain.

Thanks @PierreBesson. Only the binary needs to be set to that image, no chain reset or runtime upgrade is needed.

The nodes binaries have been reset to 1.13.3.
