I have created the parse server and my application points towards the server I have created and the mongodb is also stored in my server but I am using parse library for all this purposes . Will parse library work after 27th January 2017

Yes, if you migrated the data, deployed your own Parse Server instance, migrated the files from Parse (if you had) to your own file storage, the SDKs pointing to your own instance of Parse Server will continue working.
If you didn't yet, read the migration guide in order to make sure you didn't forget any step.

Files like What Files Shared Between Users Or Something else

If you used PFFile on iOS, for example. Use this utility tool to both list and migrate the files

And Will Parse SDK 1.31 Will Work After 28th Jan 2017

Which one of the SDKs are you referring to?
All SDKs are open source, they will need to be maintained by the community, so there is no reason they will stop working.
Outdated SDKs/apps calling api.parse.com will not work; if you did all the other steps I mentioned above, they will continue working.

So everything will work fine.
And again, If you are using Parse's file storage, migrate the files (to AWS S3, or Google Cloud Storage) before it's too late.
