Updates to Scorer - Remove Backfilling Data from Ceramic

User Story:

As a developer,
I want to remove any code related to backfilling stamp data from Ceramic,
So that I can ensure the source of truth is our internal DB for scoring passports.

Acceptance Criteria

GIVEN I am using the scorer,
WHEN I look at the source code,
THEN I should not see any code related to backfilling stamp data from Ceramic.

Open Questions:

Are there any dependencies on the backfilling code that need to be addressed?
