Create this setup from pulumi:

  • Passport VC Secrets
    • create secrets manager from pulumi, name that Passport VC Secrets
    • generate KMS key for encrypting Passport VC Secrets
    • create role for secrets management (not created from pulumi - this shall be set up manually)
    • restrict permissions to Passport VC Secrets
  • Passport Secrets
    • create secrets manager from pulumi, name that Passport Secrets - for API keys to 3rd parties
