Theming - High contrast theme

Goal

Create a new theme (light/dark) that has a more prominent contrast to support users requiring higher contrast levels.
Both PatternFly and product teams have received feedback that our users would like to have more accessible options for their vision requirements.
This theme will be our first offering towards the larger goal of accessible themes that empower all users.

I opened a different issue on this a lang time ago about having themes for color blind accessibility.
Would be nice to do these together.
