conan.io based implementation

Implement the specs using conan.io.

• Please use a specific subfolder for all conan related stuff, e.g. vcpkg.io/conan .
• Always create a conda environment for python specific stuff. Provide the necessary conan.io.yml, assume that Anaconda is intalled

1. In this branch I will add the feature of conan related stuff.
2. Can we make the anaconda related stuff later, In my understanding , to support this , we don't need to change any code.
3. when we make a base version , we will know the list of package dependencies . So this feature can be injected at that time.
