Generate SAR specific "pre-draft" document #107

As we do manually for CC, but automagic and flexible for other SARs such as HG or WCVI. Would include the SAR specific text/sub-sections from the Analysis section such as "Stock status update" and "Application of MPs..", as well as relevant tables and figures for the SAR. Probably also the Context and Background sections, as well as parts of the Analysis.

Probably best as a separate document (i.e., not based on the SR formatting) so that it can not be mistaken for the SR. So no CSAS headers, no "Approved by" or "Available from" sections, and a different title etc. Best to start with a new "index.Rmd" file, maybe "index_sar.Rmd"; don't use the current one or "csasdown." Basically, make no changes to the SR files. If we make the required text in child documents (or \newcommands) we can pull the text into this new file. For the relevant tables and figures, they are already generated by running the SR's "index.Rmd" and we could grab them by searching in /knitr-figs-pdf/ (e.g., grep to grab SAR specific objects). Make variables for the figure and table captions, like we have for the storyboard figure so that they are available for the SR document, and this new one.

Lower priority; after the SR is done.

given this requires creating a separate document, my thought is to park this for 2022
