OG Pebbles still can show up new in-box, they may not be migrated.
Migration FW is also not supported by RWS currently, but can be, requires cohorts to have 3.x-migration alongside recovery and normal variants.
The conditions for migration are simply device is APLITE and below major version 3.
Migration flow is recovery -> install migration fw -> recovery -> install 3.x
