pd testnet join currently calls against tendermint's RPC directly, which blocks us from disabling public exposure of the tendermint RPC endpoints.

We can do this at some later point in the future; it's not particularly urgent to do now (unlike getting pcli moved over to a single endpoint, which simplifies client development and allows us to implement TLS).
