Now that pd stores a local index of transactions, we should make sure that we're able to synchronize clients against full nodes that joined the network after the upgrade, and bootstrapped using an out-of-band snapshot.

As with #3482 (comment), we've tested this several times recently as part of the upgrades testing push. We'll still need to double-check this work after #3506
