Describe the bug

Issue 1 -
Navigate to workspace page > Click on users > pop up npot shown. Actually it is hidden.

To Reproduce

Steps to reproduce the behavior:

1. Login to pgadmin
2. Click on add user from right corner menu.
3. User management dialog is hidden
