z-ordering is odd for the measurement probe

Problem description
For phetsims/qa#1012, this is a very minor issue and it also appears in published:
On the Measurement screen: the cord for the probe is behind the measurement panel while the probe is in front of the panel.

Thanks for flagging this @Nancy-Salpepi. I'll go ahead and add the deferred label. If it's in published it's not worth worrying about for this release.
