Not a duplicate of it.

This issue is because Vimium don't know what area is scrollable, and this is often because the page uses some unusual methods to create the whole UI framework.

A simple working around is that you click one line first, and then Vimium will scroll them. Therefore, #3097 may be a potential solution to replace clicking a mouse with triggering "hover" action on a target item.
