DRAFT: The Add Resource modal can grow beyond the screen and placed in an unscrollable state

Describe the bug
On certain resolutions, while submitting a water site and opening the dispenser type dropdown, the "Add Resource" panel grows to a point where the dropdown button can not be reached. This renders the add resource flow unusable.

Steps to reproduce the behavior:

1. Go to '...'
2. Click on '....'
3. Scroll down to '....'
4. See error
