Both libs are actually used because they complete each other:
reedline provide convenient way to display prompts with Emacs/Vi keybinds but lack of components
inquire provides a lot of interesting components but lack of Emacs/Vi keybinds.
If mikaelmello/inquire#94 is merged, then we could try to fully replace reedline by inquire. Otherwise we would need to implement custom components at the top of reedline.
