Index Issue: pingcap/tidb#11486

These are bad (incompatible) SQL cases:

alter table t with validation, add column b int as (a + 1)
alter table t without validation, add column b int as (a + 1)
alter table t without validation, with validation, add column b int as (a + 1)
alter table t with validation, modify column b int as (a + 2) 
alter table t with validation, change column b c int as (a + 2)
