Index Issue: pingcap/tidb#11486

These are bad (incompatible) SQL cases:

create table t (a fixed(6, 3), b fixed key)
create table t (a numeric, b fixed(6))
create table t (a fixed(65, 30) zerofill, b numeric, c fixed(65) unsigned zerofill)
