pdms: set config scheduling hit ERROR 1105 (HY000): unknown type scheduling

Since scheduling is a new type added in PDMS， should support this type or give more information to w/a it.

MySQL [INFORMATION_SCHEMA]> set config scheduling schedule.patrol-region-interval='20ms';
ERROR 1105 (HY000): unknown type scheduling

4. What is your TiDB version? (Required)

v8.1.0

w/a is set config using pd type instead of scheduling
set config pd schedule.patrol-region-interval='20ms';
