Error in instllation over window

I am try to install testrpc on window but is shown a error "pkg-config" required through pip(python).

Please help me to resolve this dependency .

I believe the best help I can provide is for you to search for instructions on how to install the necessary system dependencies for the secp256k1 python cryptography library. I'm not familiar with how those types of dependencies are installed in a windows environment.

If you find something that works I'd be interested to know what it is so that I can point future windows users that direction.
