Just tried exporting my domain list as a backup (I've got too many blocked for sync) and the export dialogue that comes up ok in Firefox doesn't appear in Vivaldi. Haven't tried Chrome itself. Had a look if I could manually browse to the domain json but nothing obvious is coming up.

Just an FYI, the problem is still there

Sorry, but I don't use Vivaldi. I just installed it and I see you can export your domain list in the "option" mode of the extension:
Right click on the extension's icon then Options

Well, Vivaldi is just Chrome ...
So there seem to be two paths to this menu. If I do your right click icon > Options > Hamburger menu > Export it brings up the "Export hohser-domains.json" dialogue. Which is great, at least I have a workaround.
But if I single left click the icon to bring up the popup > Hamburger menu > Export then the Export menu item does nothing.
