Review and adjust author access revision policies

Review and adjust policies permitting/restricting authors from making revisions.

For OSS ORE, authors are permitted to make revisions at any time; this likely will not work for the entire OJS (or OMP or OPS) community, but it's possible that the requirement can be met by considering configuration over when revisions are permitted.

If a simple set of configuration is possible and beneficial to the community, then the need for OSS ORE can be resolved that way.
If not, this can be implemented using a policy plugin. See: #10429

• Review (and capture) existing policies permitting/restricting authors from making revisions, and where those are implemented
• Identify blocks where OSS ORE will require these policies to be loosened
• Determine and document how much of the change will be possible without overloading OJS with options that are not useful to the community at large
• Implement the resulting changes for OJS
• Implement the remainder as a policy plugin (see Review and facilitate policy plugin support #10429), surfacing the policy via hooks in OJS as needed.
