How to use this without installing docker in system

I am a great fan of PWD and have been using it for a long time. I believe the whole point of this project is to make it easy to provision , use and manage PWD nodes from our personal systems.

Then why do I need to install docker in my system. Is there a way I can provision a new PWD node and have SSH access to it without having docker installed in my local (As I am using a educational system with limited privilege to add software)?
