Add CloudWatch Agent Exporter to Windows Autoscaling Instance template

Problem Description:

No CloudWatch Agent log exporter.

Expected Behavior:

A CloudWatch Agent Exporter allows the instance to be examined without logging in.

Actual Behavior:

Currently the user needs to log into the instance to debug.

(Detailed) Steps to reproduce:

Look at CloudWatch and you won't see anything there in the logs,

(Optional) Fix recommendation:

Probably a good idea to add a CloudWatchAgent log-exporter for the Jenkins agent's log-file (helps reduce the need to login to the agent node for troubleshooting).
