Using pointer.touch cannot be dragged under windows system

Describe the bug

Using pointer.touch cannot be dragged under windows system. It can be used normally on mac system
I encountered the same problem like this issue: #583

• Device: [ windows computer]
• OS: [window 10]
• Browser [google chrome]

Checklist:

• I've read the documentation.
• If this is an issue with drag, I've tried setting touch-action: none to the draggable element.

This function always return true in window 10 system

Can you filter msMaxTouchPoints === 10 in window 10?
It is not a touch screen.
The ua is 'Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/116.0.0.0 Safari/537.36'.
